Five priority tiers: P1 Day-1 High (immediate exposure on rescission, 2.27M acres), P2 High independent basis (56K acres), P3 Medium-High amendment pathway (532K acres), P4 Medium (819K acres), P5 Low protected (2.01M acres). Vulnerability coding by Pete Nelson (Overstory Strategies). Spatial intersection by Travis Freed (SIG-GIS) using USFS LAM II national data plus Kootenai NF 2015 plan and Custer-Gallatin NF DEIS Alt D ROS proxy.
176 additional coded MAs are pending spatial source acquisition, primarily Helena-Lewis & Clark NF and several Region 3 forests. Idaho and Colorado are excluded due to state-specific roadless rules. Pre-2000 forest plans are excluded per project scope.
